Is there supposed to be a bluetooth panel in Settings?

My car battery is bluetooth enabled and I want to connect to it, but there is no bluetooth connection menu in the settings menu

On my phone, I just go into bluetooth settings and it finds the battery, no problem, but there is no menu in this Android unit to do so?

Any idea?

Sorry , only following bluetooth menu on our head unit :

Original Android Bluetooth menu can be installed/accessed using certain .apks or shortcuts than be acquired from Google Play or xda-forum. For some reason, some settings are hidden in chinese headunits.
